Victoria October works as a consultant for Argus in the “Quarantine District” of Gotham City, an area of the city where the bodies of monsters have fallen during the Night of the Monster Men arc. October and Argus are dealing with the remains. October likes to refer to the area as “Monster Town”. She is the foremost expert in “post-human bio weaponry”.
October is keenly astute as well. This trait is noted when she tells Batman and Batwoman that Hugo Strange effectively started a new arms race with his monster toxin and that the toxin in the blood of the dead monsters can be used to create more monsters. Her assertion is upheld by the presence of seagulls which mutated after eating decaying bits of flesh floating in the harbor.
October alludes to a long history with Batman while casually mentioning that she is trans to Batwoman. Whether October has appeared in print in her pre-transition identity or is a new character whose history is being retroactively placed into continuity is not clear at this point. If the former is the case then we hope and trust the matter is presented without sensationalism. It’s noteworthy that the writers thought having Batman send October a card upon her transition made an important statement of support.
October first appeared in and is confirmed to be transgender in Detective Comics #948.
